ITAHARI, July 31: A late-night agreement between the government and the victims' families has helped ease tensions following the violent incident in Kaptanganj, Ward No. 3 of Dewanganj Rural Municipality, Sunsari.
The agreement, reached shortly before midnight on Thursday in the presence of Home Minister Sudhan Gurung, has brought a sense of relief after days of unrest. Even so, concerns remain over restoring public confidence and eliminating fear at the local level. Stakeholders now face the challenge of ensuring justice while creating an environment where members of both communities can live safely and without fear.
Under the 7-point agreement, the government will begin the process of declaring the deceased, Om Prakash Mehta and Jay Prakash Mehta, as martyrs. Each bereaved family will receive Rs 1 million in compensation. The government has also agreed to provide additional relief, conduct an impartial investigation, take legal action against those responsible, and offer employment to one member of each victim's family. The final rites of both victims are scheduled for 2 pm on Friday.

However, the agreement alone will not restore confidence. Its effective implementation will be crucial to ensuring that the affected community feels justice has been served and that security has been restored.
Following the violence, a large deployment of the Nepal Army, Nepal Police, and Armed Police Force has been stationed in Kaptanganj and surrounding areas. Although security has been tightened, psychological fear and mistrust persist among residents of both communities. Alongside heightened vigilance, authorities will need to promote dialogue and confidence building at the community level to prevent further violence.
Local residents have demanded legal action against everyone involved, regardless of their community affiliation. They believe only an impartial investigation and accountability for those responsible can prevent similar incidents in the future.
Former lawmaker Muga Lal Mehta said the situation deteriorated because of shortcomings in policing. He argued that trust between the two communities can only be rebuilt after those responsible are held accountable. According to him, once justice is delivered, both sides can work together to restore their long-standing social ties.
Dewanganj Rural Municipality Chairperson Bechan Mehta said the actions of a handful of individuals had damaged relations between the two communities. He stressed that identifying and punishing those responsible is essential to repairing that relationship.
According to local residents, the dispute escalated because an earlier disagreement over a flag was not resolved in time. Tensions later intensified during a Bolbam procession after a dispute over playing loud DJ music near a temple turned violent. Locals believe the situation could have been contained had authorities intervened early through effective coordination and dialogue.
Moving forward, ward representatives, the rural municipality, security agencies, political parties, community leaders, and respected members of both communities will all have an important role to play. Preventing provocative activities, curbing misinformation, and maintaining continuous dialogue between the communities will be vital.
Security agencies must ensure an impartial investigation while guaranteeing law and order. At the same time, local leaders should take the initiative to rebuild trust between the communities. Community representatives from both sides are also expected to act responsibly by distinguishing those responsible for the violence from innocent residents, helping prevent further division.
