KATHMANDU, May 30: Conflict victims have appealed to President Ram Chandra Paudel to play the role of a guardian in addressing their prolonged suffering.

A delegation of conflict victims submitted a memorandum to President Paudel on Friday, expressing their frustration over the lack of meaningful progress in transitional justice.

The memorandum states that while political activists have been accommodated in the post-conflict era, the condition of victims has deteriorated as the state has failed to make proper arrangements for them.

They expressed hope that the President, as a long-time advocate of democracy and human rights, would intervene to prevent further despair and ensure justice and restitution.

“As a mature politician who has struggled for the protection of the people, human rights, democracy, the rule of law, and civil liberties, we firmly believe that you will play a parental role in addressing the pain of conflict victims,” reads the memorandum, adding, “We hope that your intervention will bring improvements to this process, which has prolonged the sufferings for selfish reasons. We, the victim community, who have been repeatedly deceived due to vested interests, have the expectation and trust that you will prevent us from falling into further despair."

They also expressed their sorrow over the ongoing cycle of pain. The statement further reads, “The country now has a three-tier government. Presidents, prime ministers, ministers, and provincial chiefs have changed repeatedly. Thousands of political activists have been accommodated in the new setup. However, truth, justice, and restitution remain incomplete. The condition of the victims has not improved; instead, they continue to suffer. The pain is being passed down from one generation to the other.”

The memorandum states that due to the irresponsibility, lack of sensitivity, and inactivity of political parties, many conflict victims have lost their lives without receiving proper treatment.

“Those who are disabled are suffering due to the lack of support. Families of the disappeared have been unable to perform funeral rites due to the lack of truth and facts. Thousands of victims are suffering from mental and psychological trauma,” the memorandum reads.
