Gen Z activists boycott constitutional amendment dialogue, set six-point preconditions

KATHMANDU, May 15: Gen Z activists, including Majid Ansari and Rakshya Bam, along with other representatives, have announced that they will not take part in the government-initiated dialogue on constitutional amendments, calling the process inadequate and untrustworthy.



The activists said they had received an official invitation from the Office of the Prime Minister and Council of Ministers on May 13 but decided to stay out of the discussions.


In a joint statement issued on Friday, they acknowledged that Nepal’s Constitution is not perfect and requires timely reforms. However, they stressed that any amendment process must be transparent, accountable, and genuinely participatory, rather than a symbolic exercise.

They also underlined that constitutional discussions must respect the mandate of past movements, political consensus, and inclusive democratic practices.


The statement expressed strong dissatisfaction over several unresolved issues, including ongoing legal cases against Gen Z movement participants, lack of justice for martyrs’ families and injured protesters, and the failure to publish reports related to the movement. It also noted that a 10-point agreement signed with the government on 10 December remains unimplemented.


The activists further described the task force formed for constitutional amendment talks as one-sided, questioning its composition, selection process, and legitimacy, and demanding full transparency from the government.


They emphasized that any constitutional amendment must safeguard the core principles of the Constitution, including sovereignty, the federal democratic republic, secularism, inclusiveness, human rights, press freedom, and judicial independence.


Setting out clear conditions for future engagement, the Gen Z activists outlined six preconditions before joining any dialogue. These include implementation of past agreements, withdrawal of cases against protesters, justice for victims, publication of all related reports, an end to state repression, and the formation of a high-level commission for broad national consultation on constitutional reform.
