Inside RSP’s two-day orientation for new MPs

The program aims to train MPs on parliamentary practices, policy-making, legislative procedures, and the responsibilities of public representatives.

KATHMANDU, March 17: The Rastriya Swatantra Party (RSP) has kicked off a two-day orientation program for its newly elected members of the House of Representatives (HoR) at the Royal Tulip Hotel in Lalitpur. The program aims to train MPs on parliamentary practices, policy-making, legislative procedures, and the responsibilities of public representatives.



The program opened Tuesday at 11 AM, inaugurated by Vice-Chair Dol Prasad Aryal, who, along with fellow Vice-Chair Swarnim Wagle, briefed participants on the orientation’s objectives. Party Chair Rabi Lamichhane, Senior Leader Balendra Shah (Balen), General Secretary Kabindra Burlakoti, and other top leaders are scheduled to participate.


On the first day, team-building activities will be conducted by Megh Ale and Anil Chitrakar. Vice-Chair Wagle will facilitate discussions on the country’s current situation, party commitments, responsibilities, and the role of MPs in parliament. Former Secretary Suresh Adhikari will train MPs on parliamentary structure, functioning, and responsibilities, while former Law Secretary Toyanath Adhikari will guide them on the law-making process.

IT expert Dovan Rai will train participants on artificial intelligence, algorithms, democracy, power balance, governance, parliament-citizen relations, and effective communication in the digital age. Eight former MPs—Ashok Chaudhary, Shisir Khanal, Toshima Karki, Sobita Gautam, Ganesh Parajuli, Hari Dhakal, Manish Jha, and Birajbhakta Shrestha—will give ten-minute sessions sharing parliamentary experiences and presentation skills.


The day’s formal session will end with election report presentations and group discussions facilitated by Rabikiran Adhikari, Shankar Shrestha, and Nischal Singh Bhandari. Fifteen groups will tackle fifteen strategic questions. The day will conclude with a leadership dialogue and dinner for all participants in formal attire.


The second day will cover planning, budgeting, good governance, political etiquette, and party-MP relations. The day will begin with yoga and mindfulness exercises led by LP Bhanu Sharma. Former Secretary Dr Toyanarayan Gyawali will train MPs on government operations, planning, and budget-making, while Pratap Kumar Pathak will lead sessions on good governance and parliamentary etiquette.


General Secretary Kabindra Burlakoti and Central Member RK Dhungana will discuss the relationship between the party and MPs, ethical conduct, and minimum commitments. MPs will then participate in group exercises to prioritize agendas and will present their proposals. The program will conclude with closing remarks by Chair Rabi Lamichhane, following presentations and acknowledgments by participants, including Pratibha Rawal and Manish Jha.


In the March 5 HoR snap polls, RSP secured 125 first-past-the-post seats and 57 proportional representation seats, achieving nearly a two-thirds majority.
