Medical Education Commission approves revised scholarship grant procedure, 2026

KATHMANDU, June 16: The Medical Education Commission (MEC) has approved the revised Scholarship Grant-Related Procedure, 2026, in a move aimed at resolving long-standing legal ambiguity in scholarship-related provisions.



The decision was taken at a meeting of the MEC held on Tuesday at the Office of the Prime Minister and Council of Ministers under the chairmanship of Prime Minister Balendra Shah.


According to Prime Minister Shah’s Press and Research Advisor Dipa Dahal, the MEC endorsed the procedure within 24 hours after receiving consent from the Ministry of Education and Sports and the Ministry of Finance, addressing long-standing legal gaps and operational challenges.

The move follows the inclusion of Clause 54 (b) in the National Medical Education Act, 2018, through the Ordinance to Amend Certain Nepal Acts, 2026, which legally empowered the Commission to formulate necessary directives and procedures.


Previously, under Section 35 of the Legislation Act, 2025, all earlier directives and procedures of the Commission had automatically become invalid, creating a legal vacuum in the sector.


With the new approval, the MEC is expected to resolve this gap on a long-term basis.


The Ministry of Finance and the Ministry of Education and Sports had provided positive consent on June 15, paving the way for the endorsement of the procedure.


The newly approved framework allows the distribution of grants to medical teaching institutions in exchange for providing free scholarships at all levels, including postgraduate programmes such as DM and MCh.


It also ensures that public medical teaching institutions will receive grants for offering free scholarships across all levels, including DM and MCh postgraduate studies.


The meeting was co-chaired by Minister for Health and Food Safety Nisha Mehta and attended by MEC Vice-Chair Prof. Dr. Shree Krishna Giri along with other members.
