KATHMANDU, Oct 30: The Ministry of Education and Sports has said it is moving ahead with reforms in medical education by implementing agreements reached with Prof Dr Govinda KC at various times.
The ministry cited the enactment of the National Medical Education Act, establishment of the Medical Education Commission, scholarship management and expansion of access to medical education across the country as major achievements in implementing the agreements.
According to the ministry, several reforms have been introduced to strengthen the policy and institutional framework for medical education, expand academic opportunities and ensure good governance. Following the enactment of the National Medical Education Act, 2018, the Medical Education Commission was established. The commission has since been conducting a common entrance examination, setting quotas for different academic levels and disciplines, selecting and managing scholarship recipients, and regulating educational institutions.

"Through the phased implementation of various studies, task force reports and proposed reforms undertaken at different times, medical education has become relatively well organised and an attractive field in Nepal," the ministry said in a statement.
To expand access to medical education, the government has prioritised the establishment of academic institutions and infrastructure development in different provinces. The ministry said infrastructure development and academic programmes have already begun in Karnali and Sudurpaschim provinces.
Shaheed Dasharath Chand University of Health Sciences has been established in Geta, Kailali, in Sudurpaschim Province, and classes in various medical disciplines began this year. Similarly, infrastructure development for medical education institutions is underway in Surkhet of Karnali Province, Butwal of Lumbini Province and Bardibas of Madhesh Province, according to the ministry.
The ministry said the Medical Education Commission has made the affiliation process for academic institutions, quota allocation across different levels and disciplines, and student admission more systematic, transparent and standards-based.
It also said a large number of students have received opportunities to pursue free education through scholarship quotas determined under the National Medical Education Act, 2018, its Regulations, 2020, and related standards.
The ministry acknowledged that issues raised by Prof Dr KC at various times to improve medical education, strengthen governance and make service delivery more effective had contributed to policy and institutional reforms.
The ministry said a task force had been formed and was actively working to implement the provisions of the latest agreement reached with KC on July 27, 2026.
"Task forces have been formed and are working to implement the points included in the latest agreement," the ministry said in its statement.
The ministry also pledged to continue prioritising reforms in medical education, service delivery and governance in the education sector.
