New government issues 100-point action plan

KATHMANDU, March 29: The government has endorsed a 100-point agenda with the aim of making governance reform, good governance and service delivery to citizens effective.


The cabinet meeting held on Friday approved the action plan and made it public on Saturday.


The government has said that it will implement a result-based governance arrangement while paying tribute to those who lost their lives in various political movements, including the Gen-G movement on Bhadra 23 and 24.

It has been decided to form a high-level committee within a week to investigate the truth of the incident on Bhadra 24 during the Gen-G movement. A package including employment, skill development and psychosocial counseling will be brought within 100 days for justice and relief to the families affected by the movement.


In addition, it has been decided to announce a reform-oriented program within 15 days, including a formal apology from the state, acknowledging the discrimination and deprivation of opportunities caused by the state structure against Dalits and historically excluded communities.


Towards administrative reform, the government has announced that it will reduce the number of ministries to 17 within 30 days.


Public administration will be freed from party interference; civil servants, teachers and professors will be freed from political party affiliation; and partisan trade unions will be abolished.


Similarly, it has been said that services related to passports, licenses and national identity cards will be made faceless, time-bound and digital to provide easy services to citizens. It has also been decided to form a high-level task force to abolish or restructure committees, boards and institutions with inappropriate and dual responsibilities.


A full fledged committee will be formed within 15 days to investigate the assets of key political officials and high-ranking employees who have held public positions since 2048 BS.


This committee will be given full authority to seize necessary documents and conduct investigations. Similarly, the Ministry of Communications has been instructed to close online betting apps and websites within 24 hours.


To make the operation of the economy transparent and fast, the 'Startup Fast Track' system will be implemented, and industry registration arrangements will be made within 2 days.


To keep the education sector away from political interference, party student organization structures will be completely removed from schools and universities within 60 days.


An option will be prepared for students up to grade 5 to conduct only internal exams without psychological pressure.


In terms of health, the government has made it clear that the rule of providing at least 10 percent of the total beds free of charge in all government and private hospitals for the treatment of poor and helpless patients will be strictly implemented.
