KATHMANDU, May 16: The Parliamentary Committee has passed the Federal Civil Service Bill. The State Affairs and Good Governance Committee under the House of Representatives approved the bill on Friday.
The Civil Service Bill was registered in the House of Representatives on February 4, 2024. After a general discussion, the bill was sent to the State Affairs Committee for clause-by-clause discussion on May 28, 2024.
Bill bars local units from recruiting civil servants

The Federal Civil Service Bill had received 1,583 amendments in 124 groups from lawmakers. The parliamentary committee passed the bill after reviewing the proposed amendments and discussing it in detail. According to the committee members, a cooling period of 2 years will be set. There was also an agreement on issues like having an additional secretary for civil servants.
According to the report of the bill, civil servants above the rank of undersecretary and below the rank of Secretary will hold the position of Additional Secretary. The Additional Secretary will be a 13th-level employee, while the secretary will be at the 14th level and the Chief Secretary at the 15th level. These three positions will fall under the category of gazetted special posts.
Furthermore, the retirement age for civil servants has been set at 60 years, up from the previous 58 years.
