KATHMANDU, Aug 21: The Rastriya Swatantra Party (RSP) has formed an audit committee to investigate the reasons behind the delay in holding its Madhesh Province convention.
A meeting of the party’s Central Committee held at its headquarters on Friday formed the committee under the coordination of Joint General Secretary Hari Dhakal. Central Committee members from outside Madhesh Province will serve as members.
The committee will review activities related to the convention and identify the reasons for the delay.

The meeting also formed an 11-member committee led by General Secretary Bipin Kumar Acharya to develop a framework for implementing the party’s “right to recall” provision. Acharya will nominate the remaining members.
Article 20 of the RSP statute contains provisions allowing elected representatives to be recalled. The process can be initiated if a written complaint, backed by evidence, alleges that an elected representative has acted against public expectations or the party’s interests. It can also be initiated if the party’s Disciplinary Commission reports serious misconduct or extremely poor performance.
The concerned representative must be given an opportunity to respond before the recall process begins. A proposal to recall an elected representative requires the support of two-thirds of the total sitting members of the Central Committee.
