CIAA cancels disputed transfers

KATHMANDU, March 9: The Commission for the Investigation of Abuse of Authority (CIAA) on Friday directed the Ministry of General Administration (MoGA) to cancel the transfer of 1,811 government employees made in violation of the existing civil service act.



According to CIAA Spokesperson body Ishwori Paudel, the anti-graft body issued the directive to the ministry on the basis of a report submitted by a government-formed committee that found rampant irregularities in the transfers. [break]



“The transfers violate the existing civil service provisions,” said Paudel, citing the report prepared by then MoGA secretary Tilak Ram Sharma.



The probe committee formed by the cabinet pointed out gross negligence and violation of the civil service act in the transfers.



CIAA has also directed the government to amend the Civil Service Regulations so that government employees who have already served for two years in a particular office can be transferred any time. The existing regulations allow transfer of government employees once in a year.



At the ministry level, transfers can be made in the Nepali month of Magh and while transfers at the district and regional level can be made in the Nepali month of Falgun.



Meanwhile, Nepal Government Employees Organization, an organization of government employees, has welcomed the CIAA decision. Issuing a statement, the organization has also demanded that the government set standards for transfers.
