India voices security concerns to Nepal in meeting of APF team in Bihar

The meeting was convened ahead of the upcoming Bihar Assembly elections scheduled for November 6 and 11.

KATHMANDU, Oct 17: India has raised serious concerns over Nepal’s security system, citing the missing weapons looted from security forces and the unknown whereabouts of escaped criminals during the ‘Gen Z Movement.’ Expressing concern over Nepal’s weak security management, Indian authorities called for stronger border surveillance and cooperation to prevent criminals from crossing into India.



On Wednesday, India invited Deputy Inspector Generals (DIGs) of the Armed Police Force (APF) from five Nepali provinces bordering Bihar for a meeting in Bihar. DIGs from Koshi, Madhesh, Bagmati, Gandaki, and Lumbini provinces attended the meeting, which was organized at the invitation of India’s Sashastra Seema Bal (SSB).

According to reports, Krishna Dhakal represented Madhesh Province, SSP Bikram Humagain attended from Koshi, Anjani Pokhrel represented Bagmati, and Dipendra Shah joined from Gandaki Province. However, Lumbini DIG Dipendra Kunwar did not participate, citing health reasons. Battalion commanders from Bara, Parsa, Rautahat, and Dhanusha districts were also present, though they were not part of the main meeting.


The meeting was convened ahead of the upcoming Bihar Assembly elections, scheduled for November 6 and 11. The APF DIGs reportedly praised the Indian SSB for its assistance in capturing escaped prisoners.


The timing of the meeting—held shortly after the formation of the Sushila Karki-led government in Nepal—has drawn attention, as the Indian side reportedly expressed doubts about Nepal’s current security arrangements. However, the Armed Police Force has not issued an official statement on the matter.


“The Indian side was particularly concerned that the weapons looted during the Gen Z Movement and the escaped prisoners might be misused during the Bihar elections,” one APF DIG told Republica on condition of anonymity. “They also raised concerns about the influence of Nepal’s recent protests on India and the bomb explosion that occurred in Ladakh.”


The Indian authorities urged Nepal to enhance vigilance, patrolling, and security along the border during the election period. “The SSB requested us to tighten security along the border, and we assured them of positive cooperation. We also openly appreciated their support,” the DIG added.
