KATHMANDU, July 22: Land transactions across the country decreased in the fiscal year 2024/25 compared to the previous year. However, despite the decline in transactions, revenue from land registration (Malpot) increased by about Rs 11 billion in FY 2023/24 compared to the year before.
Khimananda Acharya, spokesperson for the Department of Land Management under the Ministry of Land Management, Cooperatives, and Poverty Alleviation, said that even though land transactions declined in 2024/25, revenue still increased. He said, “One main reason for this could be the rise in land transactions in urban areas including Kathmandu Valley.”
Land transactions in urban areas generate higher revenue because land in urban areas is valued higher than in rural areas. As soon as land value increases, the amount of revenue collected also rises proportionally. According to a department official, one land transaction in urban areas can generate more revenue than four to five transactions in rural areas.
According to Acharya, about 60,000 fewer land transactions were recorded in 2024/25 compared to 2023/24. Around 1.6 million land transactions took place in 2023/24, while about 1.54 million were recorded in 2024/25.

Data from the department shows that from mid-July to mid-March in FY 2023/2024 land transactions generated Rs 25.43 billion in revenue. From mid-July to mid-March in FY 2024/2025, revenue from land transactions reached Rs 28.49 billion.
Land Management Minister Balram Adhikari highlighted the increase in land revenue during a press conference marking his one year in office. According to information shared at the event, FY 2024/25 generated a total of Rs 51.42 billion in revenue from land registration fees.
At the same event, it was shared that in FY 2024/25, revenue exemptions on land totaled Rs 4.69 billion, with Rs 3.49 billion waived for women, Rs 1.1 billion for people with disabilities, and Rs 100 million under other categories. As of that year, 105 offices had implemented the PAM system, and 135 offices had adopted the LRIMS system for service delivery.
In the same fiscal year, authorities resolved dual ownership on 28.16 million square meters of land through 1,424 transactions involving landowners and tenant farmers. The ministry also counts this as a key success.
According to the department, there are currently 11.467 million landowners across the country. Of them, 6.983 million (61 percent) are male and 4.483 million (39 percent) are female. In urban areas, however, female landownership has reached around 50 percent.
Data also shows that in FY 2023/24, the number of land transactions involving men and women was nearly equal. 402,241 women and 403,451 men were involved in land transactions that year.
Department data shows there are 32.847 million land parcels across the country. Of these, 22.024 million are in men’s names and 9.761 million in women’s names.
