KATHMANDU, April 22: The Prime Minister’s Office (PMO) has instructed all ministries, commissions, government bodies, and provincial offices to strictly enforce measures punishing employees who cause harm or loss through unwarranted delays in decision-making.
The directive follows the certification of the Corruption Prevention (First Amendment) Act, 2081 BS, by President Ramchandra Paudel on March 16, 2025. Section 17 of the Act specifically addresses "punishment for causing harm or loss by failing to make a decision."

According to the provision, if a government employee deliberately fails to make a decision within the legally mandated timeframe — without legitimate reason and with the intent to benefit themselves or others — and causes harm or loss to a public institution or individual, they will face penalties. Depending on the severity of the offense, the punishment may include up to six months’ imprisonment, a fine of up to Rs. 50,000, or both.
The PMO has urged all ministries, commissions, and subordinate bodies to ensure that officials and employees make timely decisions and take proactive measures to prevent delays that could result in harm or loss to public institutions or individuals.
