KATHMANDU, July 29: Lawmakers representing Nepali Congress and Rastriya Janata Party-Nepal are obstructing the proceedings of the House of Representatives today demanding the formation of a parliamentary committee entrusted with the responsibility of probing the Sarlahi incident.
