Following a complaint filed at Commission for the Investigation of Abuse of Authority (CIAA) raising doubts over the competence of the teachers hired for teaching disabled students and those enrolled at religious schools, the department in January halted their salary pending investigations.The directive to release their salary is followed by the decision of the Ministry of Education to allow teaching under special circumstances even if the teachers do not have the license, according to Rudra Prasad Adhikari, chief of the Inclusive Education Section at the DoE.
The teachers who are trained to communicate with disabled children, who could be deaf, blind or mentally retarded, are hired through the School Management Committee as per the need at the school.
Likewise, the religious schools are also authorized to appoint teachers as per their requirements.
A complaint over arbitrary hiring of such teachers by SMCs in Rautahat district filed at the CIAA had prompted the government investigation.
