RPP proposes seven provinces with two in Tarai-Madhes

KATHMANDU, Oct 21: Rastriya Prajatantra Party (RPP) has finalized its election manifesto with a provision of seven-state model that includes two federal states in the Tarai-Madhes.



RPP has taken economic viability, identity, geography and historical background of the region concerned as bases for delineating federal states. [break]



The party has proposed settling name, boundary and other structures through an all-party consensus.



The party, however, has stood against the idea of single ethnic-identity based federal state that gives preferential political rights to certain group.



While ruling out ethnic identity based federal state, the party has maintained that it is in favor of a new state restructuring that consolidates national unity, integrity and sovereignty.

On the system of governance, RPP has upheld ceremonial president elected by parliament and executive prime minister, and bicameral parliament.



The party has proposed three-tier government that includes the central, provincial and local governments.



Likewise, the party has proposed mixed electoral system. While concluding that the there was deviation in foreign policy and increased dependency, the party has proposed national consensus on country´s foreign policy.



However on the issue of religion, RPP has proposed recognizing all religions as national religions.

Maintaining that a certain religion cannot be the religion of the nation, the party has proposed holding referendum if there was no consensus among the parties on the issue of religion.



The party has maintained that a country cannot be secular, but relative to religion. It is up to the state to promote all religions, RPP stated.



On populist programs, the party has proposed six north-south corridors linking both China and India, Kathmandu-Birgunj Railway Service in 10 to 15 years, Chure Conservation and Green Revolution to increase agriculture productivity, due priority to the utilization of water resources, and promotion of tourism to bring about economic transformation in the country.



Among other things, the RPP has pledged to free the country of general strikes and to generate employment opportunities to 4.5 million people in a decade.
