Tarai protests affect NC local conventions

KATHMANDU, Feb 6: Local conventions to elect representatives of Nepali Congress (NC) to participate in the party's general convention at the central level next month have been deferred in various Tarai-Madhesh districts due to protests of the agitating political parties and few other reasons.

Polls could not be held in most of the eight Tarai districts that fall in Province-2 stretching from Parsa in the west to Saptari in the east. Conventions started in the scheduled time only in five constituencies of Rautahat and Mahottari. The local conventions in the Tarai districts in western parts of the country, however, were held smoothly on Friday.


Most of the districts are yet to conclude VDC and municipal-level conventions which were scheduled for January 29. With the delay in VDC, municipal and constituency wise elections, district convention of the party scheduled for Monday across the country in these Tarai districts have become either delayed or uncertain. The party will pick 11 representatives from each constituency for the general convention scheduled to begin form March 3 in Kathmandu. In total, about 2,600 representatives will vote for the new party leadership during the convention.

"Despite delay in concluding lower-level conventions in some districts, we are expecting to conclude all district-level convention by the end of next week," NC's central election committee coordinator Radheshyam Adhikari told Republica.

In Saptari, VDC and municipal convention, except in one municipality, have concluded by Friday. District election officer of the NC, Lakhan Lal Yadav, said constituency-wise convention has been postponed for Tuesday and Wednesday.

The party's district election officer in Siraha, Rajan Prasad Dahal, informed that VDC and municipal elections are yet to be concluded in the district due to threat from agitating Madhes-based parties and dispute within the party.

Though, VDC and municipal conventions have concluded in Dhanusha, constituency-wise convention has become uncertain due to disputes.

The party succeeded in starting constituency-wise convention in three constituencies of Mahottaari on Friday. Elections in other constituencies are still uncertain.

In Sarlahi, VDC and municipal convention have concluded by Friday.

Elections in two constituencies, out of six, have been held in Rautahat district on Friday. Conventions on other constituencies are still uncertain due to obstruction from agitating parties.

In Bara district, VDC and municipal conventions are yet to begin due threat from agitating parties in some places and delay on ferrying logistic support.

NC is yet to conclude VDC and municipal convention in Parsa district as well.

Out of 75 districts, constituency-wise convention of the party is yet to start in 22 districts on scheduled date. Most of the districts, among 14 districts having a single constituency, have decided to convene constituency-wise and district conventions on the same day on Monday. Following disputes, Jhapa, Panchthar and Bhaktapur districts also failed to start the convention on scheduled date. According to election committee coordinator Adhikari, 190 constituencies out of 220 have held constituency-wise convention on scheduled date.
