The resolution 1325 and 1820 has high significance in conflict ridden and affected nations and Nepal had adopted national action plan of these resolutions in 2011. [break]
However, the implementation part had always been poor with the results being worst at remote villages. According to Bandana Rana of SAATHI, a non-government organization that technically prepared the guidelines, the launching of the guidelines would certainly raise the hope that the government would be proactive in implementing them more effectively.
UNSCR 1325 is an international legal framework that addresses not only the inordinate impact of war on women, but also the pivotal role women should and do play in conflict management, conflict resolution and sustainable peace. It calls for improving intervention strategies in the prevention of violence against women, including by prosecuting those responsible for violations of international law; strengthening women´s rights under national law; and supporting local women´s peace initiatives and conflict resolution processes.
Similarly, UNSCR 1820 recognizes that conflict-related sexual violence is a tactic of warfare, and calls for the training of troops on preventing and responding to sexual violence, deployment of more women to peace operations, and enforcement of zero-tolerance policies for peacekeepers with regards to acts of sexual exploitation or abuse.
The guideline was launched in the capital by the minister for peace and reconciliation Ram Kumar Shrestha. Amid presence of key stakeholders, Shrestha said that the guidelines would help to mainstream women´s issues in the country and create a just society.
“Localization of the guidelines will make it easy for the government to implement them,” he said.
According to the guidelines, the resolution would be monitored and operated by the high level steering committee, the implementation committee and district coordination committee under the ministry of peace and reconstruction.
