KATHMANDU, March 25: The Election Commission (EC) is planning to dispose of the unused ballot papers after the completion of the House of Representatives election held on March 5.

In the first-past-the-post (FPTP) and proportional categories of the election, the Election Commission (EC) recorded a voter turnout of 59 percent. This resulted in 40 per cent of the printed ballot papers being wasted. The EC had printed the ballot papers at the Janak Education Materials Centre (JEMC), resulting in a 7 per cent excess over eligible voters in both categories of the election.

The spokesperson for the Election Commission, Narayan Prasad Bhattarai, stated that it is standard practice to print more ballot papers than there are voters. For the House of Representatives election this time, a total of 41,143,000 (41.1 million and 43 thousand) ballot papers were printed. Any unused ballot papers will be destroyed following the legal procedures.

"We've submitted the HoR election report to the President. There is no doubt on election integrity, nor have the political parties questioned over election fairness," Bhattarai made it clear while informing about the preparation to dispose of the unused ballot papers.

Managing Director at JEMC, Yadunath Paudel, informed that JEMC had assisted EC by printing ballot papers as high as 1.3 million in a day and handed over the EC safely. The printing business helps JEMC recover the loss.

As per legal provision, 'disposing of government documents' refers to the destruction of the documents in a way it difficult to read and use them again. Even the burning of such documents is known as disposing of them.
