NC to hold open Q&A on election manifesto Thursday

The event will take place at the National Assembly Hall on Exhibition Road, Kathmandu, and will focus on the manifesto unveiled under the leadership of party President Gagan Thapa.

KATHMANDU, Feb 18: Nepali Congress (NC) has announced an interactive session on Thursday to discuss its manifesto for the upcoming House of Representatives elections.



The event will take place at the National Assembly Hall on Exhibition Road, Kathmandu, and will focus on the manifesto unveiled under the leadership of party President Gagan Thapa. The session will allow members of the public to pose questions directly, with President Thapa responding to the queries.


“There will be an open question-and-answer session on the 10 visions outlined in our manifesto,” said NC Spokesperson Devaraj Chalise. “This will provide an opportunity to clarify whether the proposed initiatives are feasible, address current needs, and serve the national interest. The NC  aims to demonstrate how the manifesto’s points contribute to Nepal’s development.”


Chalise added that anyone interested in raising questions after reviewing the manifesto is invited to participate in the session at the National Assembly Hall.

Prosperous Nepal, Dignified Nepal


Respected mothers and fathers, sisters and brothers—Jai Nepal!


The Nepali Congress was founded with the noble mission of establishing a system in which, through the strength of the people, no one remains hungry, unclothed, or uneducated, and where nothing essential for a happy life is lacking. Even as times have changed, our core inspiration remains unchanged: the historic struggle to ensure that every citizen lives with dignity and prosperity.


Embracing the consciousness of changing times, the Nepali Congress has renewed itself with fresh thinking and youthful energy, remaining clear in ideology and agile in action. While we take pride in our historic achievements, we have also learned from our shortcomings, and we come to your doorsteps with firm resolve to transform the condition of the country and uplift Nepal.


Our politics, grounded in ideals and action, has a single goal: to build a prosperous and dignified Nepal. Below is an outline of the Nepal we envision. This is not merely a target to be achieved within five years, but a vision of the beautiful Nepal we aspire to create. The principles, policies, and five-year programmes presented in this manifesto are the initial steps toward realising that vision.

1. A Nepal Where People Live with Dignity


In our envisioned democratic Nepal, every citizen’s freedom, identity, and self-respect will be protected. Each person will have the right to work, pursue business, and live freely within the framework of the law. No Nepali—whether at home or abroad—will face humiliation due to lack of access or recognition.


We will build a society free from physical, mental, or sexual violence under any pretext. Privilege based on lineage, caste, or gender—and the notion that destiny is determined by birth—will be abolished. Discrimination and exclusion based on caste, religion, class, gender, or geography will be dismantled. We will cultivate a shared home and a tolerant society where every citizen can live and create with self-respect.


2. A Nepal Where Dreams Can Be Realised


Our Nepal will be a country where citizens can dream of progress and advancement. Sustainable economic development, policy stability, and efficient public services—combined with the experience of older generations, the innovative thinking of youth, and collective effort—will turn those dreams into reality. Youth inspired by national reconstruction will become partners in governance and development.


Young people seeking a bright future will find dignified and attractive opportunities at home, where their creativity is valued and encouraged. The state will also act as a guardian to Nepalis working abroad. The knowledge, skills, capital, and aspirations of the diaspora will be channelled into national renewal. Nepal will become a country where those abroad feel inspired to return and those at home see a golden future.


3. A Nepal That Encourages Wealth and Job Creation


The state will stand shoulder to shoulder with all who invest boldly, create jobs, generate wealth, and contribute to production. From small entrepreneurs to large businesses, citizens will receive state support. Those economically disadvantaged will be empowered to earn income and build assets.


Labour is sacred. Fair wages, social security, and dignity for workers will be the state’s duty. While encouraging transparent and legitimate profit-making, the state will strictly curb illicit enrichment. Economic integrity and ethical governance will be promoted as a political culture.


4. A Farmers’ Nepal: Feeding the Nation, Connecting to the World


In our Nepal, farmers will be prosperous and central to national progress. Agriculture will be a modern and dignified choice, not a compulsion. Nepali farmers will ensure a healthy food supply while benefiting from advanced technology, easy market access, and fair pricing.


Youth will find hope and opportunity in agriculture. The state will address shortages of irrigation and fertiliser, reform insurance and compensation systems, and guarantee market and price stability. Agricultural entrepreneurs committed to branding Nepali products globally will receive full support.


5. A Nepal That Provides Care and Support


From pregnancy to old age, the state will be sensitive and responsible for citizens’ health. No one will fear illness due to inability to afford treatment or hospital fees.


Healthcare is not charity—it is a fundamental right. The state’s primary responsibility will be to provide medicines and hospital care. A modern health insurance system will ensure that these responsibilities meet standards comparable to developed countries.


6. A Nepal Where Educating Children Is Not a Financial Burden


Education is not an expense; it is the nation’s greatest investment. Fundamental reforms in accessibility and infrastructure will ensure that no child is deprived of quality education due to poverty.


Recognising that proper nutrition enhances learning capacity, the state will integrate nutrition with education policy. Children will grow up free from violence and exploitation, enjoying school and playgrounds. From primary to university level, education will integrate technology and practical learning, fostering creativity and innovation. Value-based, life-oriented education will equip youth to compete globally.


7. A Nepal Governed by Rule of Law Without Harassment


From ordinary citizens to those in the highest offices, all will be equal before the law. The culture of favouring the powerful will end, and public services will be equally accessible to all.


Political interference in courts, constitutional bodies, police, and universities will cease. Transparent, merit-based selection will ensure capable and honest individuals are appointed. Through maximum use of technology, including a “Digital Nepal” initiative, corruption and bureaucratic delay will be curtailed. Citizens will access services from home and question the government fearlessly in a democratic environment.


8. A Modern Nepal Proud of Its Identity


Nepal’s diversity is its original identity. The languages, religions, traditions, arts, and cultures of the Himal, Hills, and Madhes together form our nation’s unique character. These languages, literature, culture, and heritage will be protected and promoted equally.


Standing firmly on this foundation of diversity, we will embrace modernity—connected to global knowledge, economy, and culture, yet proud of our originality.


9. A Self-Respecting Nepal Respected by the World


Nepal will be established in the global community as a sovereign, peaceful, and self-respecting nation. Foreign policy will be guided by national interest and sovereign equality.


Relations with neighbours and friendly nations will be based on equality and mutual respect, advancing through economic partnership and shared interest. Nepal will be known not only as the land of Sagarmatha, Buddha, Pashupati, and Janaki, but also as a responsible and respected member of the international community. Our passport will command respect abroad, and we will carry it with pride.


10. A Nepal Advancing Toward Prosperity


Our system will be efficient and results-oriented. Development plans will meet global standards in both speed and quality. Agriculture, tourism, energy, IT, sports, and transport will be modernised, alongside rapid infrastructure expansion. Our Himalayas, rivers, and forests will be preserved for future generations. The economy will be open, competitive, technology-friendly, and environmentally sustainable, attracting international investment and innovation.


In this results-oriented democracy, governance will focus not on holding power, but on tangible improvements in people’s lives. All communities—across caste, class, religion, and geography—will participate with dignity in nation-building. The benefits of prosperity will be distributed equitably on the basis of social justice.


A strong, capable, free, and dignified Nepal will be built through the shared efforts of its citizens, where diversity strengthens national unity and Nepali identity becomes ever more robust and resilient.
