Final payment for APCs flouted law, accord: Ex-IGP

KATHMANDU, Jan 6: Former chief of Nepal Police Om Bikram Rana on Thursday said that those who paid the supplier of Armored Personnel Carriers (APCs) for Nepali peacekeepers in Darfur, Sudan without verifying the quality of the logistics are responsible for alleged irregularities in a previous procurement deal.



Rana, who retired nearly two years ago, said through a press conference, "The police administration had reached an agreement with a cargo company for procuring and supplying APCs and other logistics under my leadership, following due legal procedures. But the payment process without cross verification of the quality of the APCs as per the agreement took place after my retirement. Hence, there is no involvement on my part in the alleged irregularities over the APC purchase deal." [break]



According to him, the final payment for the previous APC purchase deal was completed in haste and two police chiefs--Hem Bahadur Gurung and incumbent chief Rames Chand Thakuri -- are responsible for the irregularities.



"It is my conclusion that there was gross misuse of law and the agreement while making the final payment to the supplier of the APCs," Rana disclosed.



"As per the agreement document, the time for final payment expired only two weeks ago. But the final payment process was completed long ago without verifying against the set standards for APCs," he added.



According to him, the agreement clearly states that no supplier will get the money if the APCs and logistics don´t meet ISO standards. The agreement also says that the APCs and other logistics would have to be sent back if they fail to meet standards.
