The programme, implemented by the government as per the Karnali Employment Programme five years ago, could not make expected progress as it took high cost of development due to the weak governance, low social development levels, high poverty and remote settlements.
The impact evaluation studies on the Karnali Employment Programme made public today by the National Planning Commission (NPC) in cooperation with the UNDP´s economic and technical cooperation has mentioned that the indices on adult literacy rate, average life span, nourishment, and safe drinking water are comparatively low.
It also stressed on running skill development programmes for promoting self -employment to increase employment opportunity and extensive studies should be made to identity the extreme poor and impoverished families of all the districts of Karnali.
It mentions that only 27.2 percent works were completed in rural road, wooden bridge and rope way and 14.41 percent in school building and play ground construction under the Employment Programme in five districts of Karnali zone.
