KATHMANDU, May 26: Nepali Congress (NC) lawmaker Arjun Narsingh KC has said that debates on constitutional amendment should not be limited to government offices alone.

Speaking during the zero hour in the House of Representatives, he said that a broad national dialogue is essential for any meaningful constitutional reform.

He proposed the formation of a powerful all-party commission led by a former Chief Justice, comprising constitutional experts, political party representatives, administrative experts and members of civil society.

According to him, such a commission should facilitate a roundtable conference for national dialogue on constitutional issues.

“In a situation of national complexity, global conflict and social polarization, debate centered only around the government will not make constitutional amendments successful,” he said. “Only a broad national dialogue can ensure legitimacy, public trust and the building of a shared national consensus.”

He further stressed that such a process would help build long-term stability, democratic trust, national unity and reconciliation.
