Customs clearance to remain suspended on budget day, DoC issues circular

KATHMANDU, May 28 : Customs clearance operations, excluding passenger clearance, will remain suspended on the day the federal budget for the upcoming fiscal year is presented in Parliament, according to a circular issued by the Department of Customs (DoC).



The DoC has instructed all customs offices under its jurisdiction to halt clearance procedures on Friday, the day of the budget announcement.

As per the circular, goods registered for clearance by Thursday must be processed within the same day. Items not cleared before the deadline will be subject to the tax provisions outlined in the new budget.


The department stated that customs clearance activities will resume from the following day, but will operate in line with updates introduced through the Economic Bill 2083. Offices have been directed to ensure that updated tax rates are reflected in the ASYCUDA system before processing clearances.


The circular further instructs that any pending goods declared before the budget presentation but not yet cleared must be processed according to revised tariff rates if changes are introduced. In such cases, applicable duties will be collected based on the updated rates, and clearance will proceed accordingly.


Officials say the measure is intended to ensure smooth transition and proper implementation of revised fiscal policies immediately after the budget announcement.
