The whole idea of CA is to promulgate the people’s constitution in which the people have their say in the system by letting them comment and provide feedback on the draft prepared by the CA by amalgamating the preliminary drafts submitted by the 11 thematic committees such as Committee on State Restructuring and Distribution of State Power, Committee on Fundamental Rights and Directive Principles, Judicial System Committee etc. Of the four stages to promulgate the new constitution, only the first stage of holding deliberations on the preliminary drafts prepared by the 11 thematic committees is underway now and it is uncertain when the CA will move on to the next stage.
Constitution-drafting is not a child’s play; it is a serious affair which involves setting deadlines and discussions on the draft by the CA members. However, the CA has, as this daily reported Tuesday, forgotten—ignored, rather— the calendar of events and has not deemed it necessary to update it since last November. It is also quite saddening to note that out of 17 programs set out in its calendar, only seven tasks have been accomplished. And if the CA officials are to be believed, accomplishing the remaining 10 tasks in the next five months appears impossible. This only proves that constitution-writing was not taken seriously by the political parties all along and they are not taking it seriously even when the deadline is approaching near.
Of course, there still a slim chance of the constitution being promulgated within the stipulated timeframe through political understanding among the top leaders of the major political parties but it will defeat the whole idea behind the CA election. People voted in the CA elections so that their voices would be represented. Therefore, the political parties should not even think of this as an alternative.
